KP Approves Vocational Training Centers for Inmate Rehabilitation

PESHAWAR—The Khyber Pakhtunkhwa government has approved a project to establish modern vocational training centers for inmate rehabilitation across several district jails.

This initiative aims to reintegrate prisoners into society as productive citizens by equipping them with market-driven technical skills. With a total budget of 53.525 million rupees, the provincial administration plans to execute the project over a two-year period, spanning from 2025 to 2027.

Strategic Selection and TEVTA Oversight

Under the approved plan, the government will set up specialized technical centers within the jails and sub-jails of Dera Ismail Khan, Swat, and Karak. While the initial proposal included Swat, D.I. Khan, Karak, Swabi, and Charsadda, the authorities finalized the first three locations due to immediate space availability. The Technical Education and Vocational Training Authority (TEVTA) will oversee the training modules to ensure they meet national professional standards.

To maximize the impact of the vocational training centers for inmate rehabilitation, the program focuses on high-demand trades, including:

  • General Electrician courses
  • Motorcycle Repairing
  • Tailoring and Embroidery

The primary objective remains twofold: providing inmates with honorable livelihood opportunities upon their release and preventing recidivism by steering former prisoners away from the world of crime.

Sustainability and Inter-Departmental Cooperation

During a recent consultative meeting, the Managing Director of the project confirmed the inclusion of specific recommendations from jail authorities into the final blueprint. Presiding over the session, the chairperson directed the formulation of a comprehensive sustainability plan to maintain the program’s momentum after the initial two-year phase.

The administration is currently developing Standard Operating Procedures (SOPs) in collaboration with the Home Department and the Prison Department. These guidelines will govern the centers’ operations and establish a clear mechanism for managing the revenue generated from goods produced within the jails. The Home Department has assured full cooperation to ensure the smooth functioning of these centers within the high-security environments of the prisons.

Impact on Social Stability

Legal and social experts view the establishment of vocational training centers for inmate rehabilitation as a landmark step toward judicial reform in the province. By fostering constructive activities within prison walls, the government expects to improve the mental and economic well-being of the incarcerated population.
