KP Launches Campaign to Enroll 4.9mn Out-of-School Children

PESHAWAR — The Khyber Pakhtunkhwa government has initiated a province-wide campaign to ensure every child gains access to formal education. Developed under the provincial Good Governance Roadmap, this initiative brings together multiple departments to track, assist, and enroll millions of children currently excluded from the academic system.

A Data-Driven Roadmap

Chief Secretary Shahab Ali Shah and Provincial Minister for Education Arshad Ayub Khan jointly chaired a high-level meeting to finalize the strategy. During the session, officials revealed that according to the 2023 census, approximately 4.9 million children in the province remain out of school.

To address this, the government will execute a detailed survey at the village council level. This survey targets:

  • Precise identification of out-of-school children aged 5 to 16.
  • Assessment of educational needs for children under five for future planning.
  • Real-time mapping to ensure better budget allocation and resource distribution.

The administration will collect data from all sources, including government schools, private institutions, madrasas, and non-formal education centers.

The 100-Day Action Plan

The government has prepared an ambitious 100-day plan to jumpstart the enrollment process. The current public education infrastructure can immediately accommodate an additional 25% of students. Consequently, the government aims to enroll nearly 60% of out-of-school children within this initial period. For the remaining 40%, the state will initiate school expansions and infrastructure upgrades to meet the demand.

Inter-Departmental Synergy

This campaign relies on active collaboration between various sectors. Chief Secretary Shahab Ali Shah directed all relevant departments to sign Memorandums of Understanding (MoUs) immediately to streamline communication.

  • The Health and Local Government Departments will use their local networks to assist in data collection.
  • The Social Welfare Department will act as the primary partner to support impoverished families, ensuring financial barriers do not prevent children from learning.

The Role of the Private Sector

Provincial Minister Arshad Ayub Khan emphasized that the private sector plays a critical role in this mission. He stated that the government would provide a favorable environment to encourage private participation in the school enrollment campaign in Khyber Pakhtunkhwa.

“Providing every child the opportunity for basic education is our top priority,” Khan remarked. “We will complete this task as our most essential duty.”

Through this structured 100-day plan and real-time data integration, the provincial government aims to dismantle the barriers to education and secure a brighter future for the youth of Khyber Pakhtunkhwa.
