PHC Reviews Delays in Chitral Road Construction Amid Funding Issues

PESHAWAR – The Peshawar High Court (PHC) on 11 December heard a petition concerning delays in road construction across Chitral. Chief Justice S.M. Atiq Shah and Justice Mohammad Ijaz Khan expressed concern over incomplete infrastructure and urged authorities to act quickly.

The court summoned the National Highway Authority to provide a detailed report on unfinished roads. It directed the Chief Engineer of NHA North to speak with the provincial government regarding the release of funds for ongoing projects.

The petitioner’s counsel asked why work on the Chitral-Shandur road had suddenly stopped. The NHA member explained that contractors had not received the funds needed to continue work. He warned that contractors could halt work at any moment if payments are delayed.

The NHA member said the authority currently owes contractors 290 million rupees. As a result, work has stalled in several areas. Chief Justice Shah instructed the NHA to ensure contractors resume work immediately and submit a progress report by the next hearing.

The Chief Engineer reported that NHA crews have blacktopped 15 kilometers of the Bunji-Bozai road, although one kilometer remains incomplete. The petitioner’s lawyer urged the NHA to provide videos and photographs along with a full report for better accountability.

Construction on the 46-kilometer Bamburret-Kilash road is ongoing, but some sections face challenges. The Chief Engineer confirmed that he has discussed funding issues with the provincial government. Work on the Lowari Approach Road is complete, and authorities plan to inaugurate it soon. Meanwhile, construction on the Mastuj-Burghal road continues, though weather conditions have slowed progress.

The Chief Engineer assured the court that NHA will prioritise the construction of these roads. The court directed him to coordinate with all relevant parties on funding and progress and submit a complete report at the next hearing.

Delays in Chitral and Dera Ismail Khan road projects result mainly from funding shortages. Poor road conditions in Chitral are already affecting tourism, limiting local economic activity and accessibility in the region.
