Govt Revises Property Registration, Mutation Fees And Land Classification Rules


PESHAWAR – The district administration has revised Peshawar’s property registration and mutation fees and introduced a new land classification policy. These changes will take effect from 1 July 2025, covering the fiscal year 2025–26.

Officials have divided the district into four zones: commercial, residential, agricultural, and miscellaneous. All main and link roads with shops, petrol pumps, industries, schools, and hospitals now fall under the commercial category. Land within 200 feet on both sides of these roads will also be treated as commercial.

Any land beyond the 200-foot commercial zone will be considered residential, but only if its size stays within 20 marlas in cities and 40 marlas in rural areas. Plots larger than these limits, and located away from main roads, will fall into the agricultural category.

The administration has set separate tax brackets for miscellaneous areas like Cantonment, University Town, and Hayatabad. Areas under “Neighbourhood Councils” will be treated as urban, while “Village Councils” will count as rural, under the Khyber Pakhtunkhwa Local Government Act 2013.

Officials have advised property owners to confirm the classification of their land. They also encouraged citizens to contact the relevant departments if they notice any errors.

The administration has also introduced new tax rates for buildings less than 10 years old:

  • Basement: 1,600 rupees per square foot
  • Ground Floor: 1,300 rupees per square foot
  • First Floor: 1,200 rupees per square foot
  • Second Floor and above: 1,150 rupees per square foot

These rates aim to improve revenue collection and reflect current market conditions. Officials believe the new system will bring more transparency and fairness to Peshawar’s property registration and mutation fees.
