Punjab Enforces Loudspeaker Act, Launches Whistleblower Cells

Punjab Chief Minister Maryam Nawaz has ordered the strict enforcement of the Loudspeaker Act and the establishment of Whistleblower Cells in every district as part of a sweeping plan to counter extremism, hate speech, and illegal activities across the province. 

The decisions came during a high-level meeting on law and order chaired by the Chief Minister in Lahore, where senior officials from law enforcement, intelligence, and administration were present.

Under the new directives, Punjab Police has set up a special cell on Helpline 15 to receive public information about extremist organisations and illegal foreign residents. Citizens have been urged to report any suspicious activity involving such groups or individuals directly to 15. The Chief Minister said that public participation through these Whistleblower Cells is essential to ensure lasting peace in Punjab.

The meeting decided to accelerate operations to rid the province of illegal weapons and declared that dalla culture, mafia-style operations, and street vigilantism will not be tolerated. The provincial government also announced the immediate activation and restructuring of Peace Committees in all districts to prevent sectarian violence and promote community harmony.

Officials clarified that ongoing combing operations and security actions are focused on extremist mindsets rather than any particular sect or belief. The meeting imposed a complete ban on advertisements, banners, posters, or social media materials promoting extremist groups, warning that violators would face strict legal consequences.

The Loudspeaker Act will now be enforced uniformly across Punjab, with additional monitoring to prevent its misuse in religious gatherings, processions, and public speeches. Authorities said that any violation of the act will lead to immediate arrest and prosecution.

District administrations have been instructed to submit daily reports on operations against illegal foreign residents. These reports will include the number of undocumented individuals, their business activities, and details of those transferred to deportation centres. Citizens have been warned not to rent shops or houses to illegal residents, or they will face action under the Tenancy Act and Passport Act.

The meeting also approved a zero-tolerance policy against hate speech and incitement on social media. The Chief Minister directed officials to register cases under the Prevention of Electronic Crimes Act (PECA) 2016 against individuals spreading sectarian or extremist content online. Authorities were further instructed to apply anti-terrorism laws against those involved in illegal gatherings or forced market closures.

Chief Minister Maryam Nawaz said the Punjab government will protect every citizen without discrimination and ensure that no extremist ideology undermines public safety or social cohesion. She added that law enforcement agencies must coordinate closely to identify potential threats and maintain peace through decisive, lawful action.
