The Ministry of Information Technology (IT) has developed a mobile application to manage the national fuel subsidy program. This digital initiative aims to address the ongoing energy crisis by providing subsidized petrol to specific vehicle categories.
Under the current proposal, motorcycles and three-wheelers will receive a monthly quota of 20 liters of subsidized fuel. While the government has finalized the plan for smaller vehicles, a decision regarding 800cc cars remains pending.

Infrastructure and Implementation
To facilitate the program, Oil Marketing Companies (OMCs) will purchase 24,000 mobile phones for distribution across 12,000 petrol pumps nationwide. Each fueling station will receive two devices to manage the subsidy data. The National IT Board (NITB) will determine the purchase price for these devices, ensuring the procurement process meets official standards.
According to IT Minister Shaza Fatima Khawaja, the funding for these mobile phones will come directly from the oil companies rather than the national treasury. This strategy ensures the digital transition does not place an additional burden on public funds.

Operational Framework and Monitoring
The Ministry of IT has reached the final testing stages of the application. The system will operate as follows:
- Digital Vouchers: The app will issue digital vouchers to eligible users.
- Quota Management: The system will strictly enforce the 20-liter monthly limit, preventing users from exceeding their allocated fuel quota.
- Dedicated Service: Every participating petrol pump will designate two specific nozzles for the delivery of subsidized fuel.
To ensure transparency, the Oil and Gas Regulatory Authority (OGRA) will activate a dedicated dashboard for data entry and monitoring. This dashboard will allow the government to track the petroleum supply chain and promote digital payments within the energy sector.

Strategic Contingencies
The government is monitoring petrol stations across the country to prevent supply disruptions. In response to potential escalations in regional conflicts, authorities have also developed alternative plans to manage energy shortages.
Minister Shaza Fatima stated that these long-term reforms and data-based decision-making through the OGRA dashboard will improve the state’s capacity to handle future energy crises.
