KP to Launch Education Card as Part of Major School Enrolment Drive

PESHAWAR – In a major move to streamline school staffing, the Khyber Pakhtunkhwa Elementary and Secondary Education Department has proposed a comprehensive framework under the KP teacher deployment policy, focusing on equitable distribution, cluster-based transfers, and teacher placements tailored to student-teacher ratios and school infrastructure.

The new policy mandates the appointment of a senior primary school head teacher in Basic Pay Scale 15 for every primary school, along with at least one teacher in Scale 12. Schools with over 70 students will receive an additional Primary School Teacher (PST), and those with over 100 pupils will get one more senior teacher. At the 140-student threshold, another PST will be assigned, and schools exceeding 200 students will see the deployment of a third PST.

Special provisions include the prioritization of disabled teachers for placements in nearby schools, while transfers will begin within the same school cluster and only then extend to other institutions in the district. Widows teaching in the system will be exempt from mandatory transfers. Under the KP teacher deployment policy, Early Childhood Education (ECE) teachers will only be placed in schools with designated ECE classrooms.

In girls’ primary schools, Japan International Cooperation Agency (JICA)-run community model institutions will host one Scale 16 Secondary School Teacher (SST) and two Scale 15 Certified Teachers (CTs). Regular PSTs will neither be posted to these schools nor transferred out from them. For female schools with more than 70 students, one additional PST will be posted. If student strength surpasses 175, an additional senior primary teacher will be appointed. In schools exceeding 210 girls, two senior teachers will be deployed.

The policy encourages rural and difficult-area recruitment, promising incentives for teachers in hard-to-reach zones. In high schools, there will be one section for every 40 students, with one class teacher per 1.5 sections and a minimum of four subject specialists, including in biology, chemistry, physics, and mathematics. Two general subject teachers will also be provided.

Under the KP teacher deployment policy, S-Certified Teachers (SCTs) will not be posted to middle schools, and current senior teachers will continue in their existing posts. Girls’ high schools will get one additional Home Economics Teacher and a Female Health Educator, with new sections created for every 60 additional students. For every 120 students, three sections will be established.

The policy outlines a merger strategy to consolidate same-level schools operating in the same buildings. New recruitment and infrastructure development will prioritize rural areas.

All transfers will follow a seniority-based system, starting within school clusters before moving to the district level. This ensures minimal disruption to students and localized accountability in staff management.
