PESHAWAR – The Khyber Pakhtunkhwa government has launched a sweeping operation against unauthorized real estate. Authorities are now sealing offices and registering criminal cases against illegal housing societies operating without a No Objection Certificate (NOC).
Khizar Hayat Khan, Director General of the Land Use and Building Control Authority, has summoned records from every provincial society. To eliminate local corruption, the government will now verify all documents at the provincial headquarters. This move bypasses Tehsil Municipal Administrations (TMAs) to ensure total transparency.

Authorities Target Unlicensed Developers
The crackdown follows the expiration of a grace period for developers. Despite repeated warnings, numerous societies continued to collect public funds illegally. The provincial authority has now directed police to act against illegal housing societies.
Key enforcement measures include:
- Office Closures: Officials will seal any society failing to provide a valid NOC.
- Criminal Prosecution: Police will register FIRs against owners of unauthorized schemes.
- Official Accountability: Negligent monitors will face immediate disciplinary action.

Protecting Citizens from Fraud
“We are committed to bringing discipline to the housing sector,” stated Khizar Hayat Khan. He emphasized that the government will not tolerate developers risking citizens’ life savings.
The government has issued a public advisory. Citizens must personally verify the NOC of any project before investing. By targeting illegal housing societies, the KP government aims to prevent a future financial crisis.
