PESHAWAR – The Khyber Pakhtunkhwa Health Foundation has advertised the third phase of its healthcare reforms. Under this plan, the government will implement KP hospital outsourcing for 38 facilities across the province.
Consequently, these hospitals will transition to private sector management to enhance service delivery.

Strategic Cluster Management
According to the Health Department, this initiative focuses on improving medical care in remote areas. Specifically, the authorities have organized these 38 hospitals into 19 distinct clusters. As a result, each cluster will be managed as an independent project to ensure better administrative oversight.
The list of facilities includes major hospitals in districts like Mardan, Swat, and Dera Ismail Khan. Moreover, hospitals in North Waziristan, Kurram, and Orakzai are also part of this KP hospital outsourcing drive. By grouping these facilities, the government hopes to attract specialized private partners who can handle multiple sites efficiently.

Bidding and Accountability
Dr. Khizar Hayat, Managing Director of the Health Foundation, stated that private sector involvement brings much-needed expertise and accountability. Furthermore, this model allows the government to focus its resources on larger teaching hospitals. Subsequently, interested bidders must attend a pre-bid meeting on February 18.
The final deadline for submitting proposals is March 3. Notably, the foundation will use a “Single Stage, Two Envelope” bidding process to evaluate technical and financial proposals separately. All participants must be registered with the Khyber Pakhtunkhwa Revenue Authority (KPRA). Ultimately, this KP hospital outsourcing strategy aims to provide transparent and high-quality healthcare to every citizen.
