PESHAWAR: The Khyber Pakhtunkhwa Education Department has finalized a proposal to grant permanent status to 14,001 ad hoc teachers. Consequently, this move aims to resolve long-standing seniority issues. Furthermore, it streamlines the upcoming recruitment of 17,000 new permanent educators across the province.
The department prepared a working paper to amend Section 3 of the KP Teachers Regularization of Services Act 2022. Specifically, this amendment targets teachers appointed after September 20, 2022. These educators originally joined the service under the 2014 recruitment policy.

In addition to the department’s efforts, a high-level ministerial committee has scheduled a decisive meeting for March 16. The Provincial Minister for Education will chair the session. Meanwhile, the committee includes the Ministers for Law, Finance, and Labor. The primary objective is to review the draft bill. Moreover, they will evaluate the legal framework required to merge these employees into the permanent cadre.
Resolving Legal Hurdles for New Recruitment
The regularization initiative serves as a vital precursor to a larger hiring plan. Currently, the government intends to recruit 17,000 permanent teachers under the July 2024 policy. However, education officials emphasize that regularizing the existing 14,001 staff members is essential. Therefore, this step prevents future litigation regarding seniority and service benefits.

“Administrative complexities would arise if we ignore these teachers,” stated a department source. “Accordingly, amending the 2022 Act ensures a transparent transition.” Thus, the government protects the rights of existing staff while opening doors for fresh talent.
Historical Context of the 2022 Act
Previously, the provincial assembly passed the Act to regularize educators hired before September 2022. Nevertheless, those hired after this cutoff remained in professional limbo. The proposed amendment effectively extends the legal umbrella to cover the subsequent batch. As a result, this ensures uniform service structures across the entire department.
With the upcoming ministerial review, thousands of families now anticipate a formal end to the ad hoc era. Consequently, this paves the way for a more stable provincial education system.
