Khyber Pakhtunkhwa Government Approves Pay Upgrade And Seeks Hard Area Status For Police

PESHAWAR – The government of Khyber Pakhtunkhwa has upgraded the pay scales of junior ranks in the Khyber Pakhtunkhwa police and formally requested the federal government to declare the province a ‘hard area’—a designation that would unlock additional allowances for police personnel.

The Finance Department of Khyber Pakhtunkhwa issued an official notification implementing the Peshawar High Court’s ruling to enhance the pay scales of constables, head constables, and assistant sub-inspectors (ASIs). Under the revised structure, constables previously drawing salary under grade 5 will now be placed in grade 7, head constables in grade 9 instead of 7, and ASIs in grade 11 instead of 9.

The new pay structure will take effect retroactively from 3 January 2018. All financial arrears associated with the change will be paid in monthly instalments over a 36-month period. The Finance Department has dispatched the notification to all relevant departments, instructing them to ensure immediate implementation.

Officials said the measure marks a significant step towards financial stability for junior ranks of the Khyber Pakhtunkhwa police, who continue to operate under high-risk conditions.

Meanwhile, the provincial Home and Tribal Affairs Department has written to the federal Ministry of Interior, urging it to treat Khyber Pakhtunkhwa as a ‘hard area’ on the lines of Balochistan. The proposal, submitted on the recommendation of the Inspector General of Police, calls for a special allowance package for police personnel posted across the province.

In the letter, the Home Department argued that both Khyber Pakhtunkhwa and Balochistan face similar threats from cross-border and domestic militancy. It noted that policing in Khyber Pakhtunkhwa is equally dangerous and complex, requiring similar incentives and support already extended to law enforcement officers in Balochistan.

Currently, Balochistan-based officers from the Pakistan Administrative Service (PAS) and the Police Service of Pakistan (PSP) receive special benefits under the hardship classification. The Khyber Pakhtunkhwa government has asked for equal treatment, citing comparable levels of risk and operational difficulty.

The move to improve compensation and seek federal assistance underscores the province’s push to bolster the morale and capabilities of the Khyber Pakhtunkhwa police amid persistent security challenges.
