PESHAWAR: The Khyber Pakhtunkhwa government launched the ‘Women Empowerment Policy 2026-2030’ on 3 March. They reached this milestone in collaboration with UN Women.
The Khyber Pakhtunkhwa Commission on the Status of Women (KPCSW) led the development of this policy. The social welfare and women empowerment department also played a leading role. They used a comprehensive, evidence-based process to build the framework.
UN Women provided technical assistance throughout the project. This support came under a gender equality programme with funding from the German government.

Speaking at the launch ceremony, Minister for Law and Parliamentary Affairs Aftab Alam praised the initiative. He stated the policy is a practical commitment to safeguard women’s rights and dignity. It aims to ensure equal opportunities for all women in the province.
The Minister promised that the government would ensure effective implementation. They plan to achieve this through new legislation and better institutional coordination. They will also provide adequate resource allocation to meet these goals.
Strategic Pillars and Economic Growth
KPCSW Chairperson Dr. Samira Shams emphasized that success depends on strong institutional alignment. She noted that effective monitoring is vital. She believes a just society requires women to act as equal partners in development. Consequently, the commission will work closely with all relevant departments.
KPCSW Secretary Shazia Atta briefed participants on the key pillars. She highlighted measures to enhance women’s economic participation and secure their livelihoods. The policy also aims to expand employment opportunities and support women entrepreneurs.

The government will also focus on strengthening education and healthcare. They want to improve access to social protection and human development outcomes.
Ms. Atta explained that the policy focuses on strengthening political participation. It aims to increase female representation in decision-making bodies. Furthermore, it seeks to improve legal protection and access to justice. The framework provides protection against all forms of discrimination and violence.
Digital Inclusion and Climate Resilience
The policy underscores the importance of digital inclusion. It aims to reduce the digital divide by expanding access to technology. Additionally, it incorporates measures for climate resilience. The government recognizes that natural disasters disproportionately affect women.
Legal experts described the policy as a significant step. They believe it will help achieve Sustainable Development Goal 5. It also promotes gender-responsive governance within the province.

At the conclusion of the event, participants reaffirmed their commitment to the cause. They pledged to work across government departments and civil society. This collaboration aims to ensure tangible change for women in Khyber Pakhtunkhwa.
Various experts shared their views during the session. These included Ayesha Bano, Maulana Mohammad Tayyab Qureshi, Qudrat, and Uzair. Rukhsanda Naz and others also contributed their perspectives. Finally, Secretary Social Welfare Department Zakar Hussain elaborated on various aspects of the policy.
